On 13 December, 2023, The Northern Ireland Anti-Poverty Network hosted a webinar to examine the topic of revenue raising given the fiscal and economic context of Northern Ireland.

In September 2023, the Secretary of State, Chris Heaton-Harris instructed the permanent secretaries of the NI departments to look into ways to raise revenue, and consultations are currently open for feedback.

This webinar aimed to reframe the discussion about revenue raising, focusing on the reality of the Northern Ireland economy, from the impacts of austerity measures, budget cuts, low wages and inadequate social security income; whilst also looking at ways in which revenue can be raised.

Speakers:

Dr. Lisa Wilson, Senior Economist, NERI Lisa Wilson is a Senior Economist at the Nevin Economic Research Institute and is based in the Belfast office. Her main research interests lie in the areas of labour markets, income distribution, poverty, public expenditure, living standards and well-being.

Dr. Ciara Fitzpatrick, Lecturer, School of Law, UU Dr Ciara Fitzpatrick is a lecturer and researcher at Ulster University School of Law. Her research expertise is the social security system and issues associated with it namely, poverty, destitution, and the gendered impacts of socio-economic disadvantage.

John-Patrick Clayton, Policy Officer, UNISON John-Patrick Clayton is the Policy Officer for UNISON NI. He was a member of the Department for Communities Anti Poverty Strategy Co-Design Group.

Chaired by Goretti Horgan, Social Policy Lecturer, UU Goretti Horgan is a Senior Lecturer in social policy at Ulster University. She is Director of ARK’s Policy Unit. She researches and writes about reproductive justice, including abortion, child and family poverty, disability, and children’s and women’s rights generally. Goretti was appointed by the Minister for Communities to the Anti-Poverty Strategy Expert Advisory Panel, the Panel’s report was published by the Department in March 2021. She is a member of the Board of Directors of the Northern Ireland Anti Poverty Network.
